After a year and a half of negotiations, a diverse group of Bay Area officials, housing advocates, and other stakeholders have signed off on what they’re calling a “grand bargain” on housing.
It’s a blueprint for a regional plan for all 101 Bay Area cities called the CASA compact. But, it’s moving forward without the blessing of key groups.
"We are not going to spend many more years arguing about maps, we are not going to spend many more years worrying about the democratic process because there are homeless people and vulnerable people all around the region," says Heather Hood, Enterprise Community Partners
