On the October 6th,  2014 edition of Your Call, we’ll have a debate about proposition 45, the ballot initiative that gives California's state insurance commissioner veto power over rate increases. Opponents say prop 45 would undermine the Affordable Care Act. Proponents argue that without health insurance rate regulations, they will continually go up.
