City Visions: Can we fix Prop 13?

It’s widely known as the third rail of California politics, but is the time ripe for a change to Proposition 13?

Passed in 1978, Proposition 13 limits property tax increases to no more than 2% per year, as long as the property is not sold. This summer, several California lawmakers introduced proposals to reform this provision, all targeting commercial property. Should Prop 13 protection be removed entirely for these properties? Should reform at least eliminate loopholes that allow businesses to avoid property tax increases in some instances? Host David Onek and guests explore the proposed reforms.

Guests:

Ben Grieff, Campaign Director and Spokesperson, Evolve, a San Francisco based nonprofit formed to tackle difficult issues that face California through smart grassroots organizing and which supports reform to Proposition 13

Carl Stempel, Professor in the Department of Sociology and Social Services at California State University East Bay and lead investigator for a research survey on Proposition 13

David Wolfe, Legislative Director, Howard Jarvis Taxpayers Association, an organization dedicated to the protection of Proposition 13
