What needs to change to address the crisis of worsening wildfires?

  More than 80 lives have been lost in multiple fires blazing around California. Hundreds of thousands have been forced to flee their homes and hundreds of square miles have been scorched.

Rain is in the forecast, but that could trigger ash and mud flows, which bring their own dangers as rescuers search for more than 800 missing people. What’s needed to address this crisis, and what needs to change to prepare for future wildfires?
