City Visions: Can we fix Prop 13?

  

It’s widely known as the third rail of California politics, but is the time ripe for a change to Proposition 13? 

Passed in 1978, Proposition 13 limits property tax increases to no more than 2% per year, as long as the property is not sold. This summer, several California lawmakers introduced proposals to reform this provision, all targeting commercial property. Should Prop 13 protection be removed entirely for these properties? Should reform at least eliminate loopholes that allow businesses to avoid property tax increases in some instances? Host David Onek and guests explore the proposed reforms.
