States rights trump Justice Dept. // San Francisco Chronicle   California’s first licensed dispensary can reopen in Fairfax after a federal judge clarified that the Justice Department cannot spend tax dollars to prevent states from “implementing their own state laws.” Other prominent local dispensaries could benefit from the decision. [See Opinion, below.]

Drug testing for San Francisco taxi drivers // KQED  “The city has been out of compliance with state regulations adopted in 1996 that require alcohol and drug testing of taxicab drivers. The new policy, which took six years to craft, would put the city 'mostly in compliance'.”
